Two hints lead to the cipher that was used. First all number positions are in the 50s range. Second, rest of the pairs start with 2, 3, 4 & 5.
Knowing the Ascii range for regular capital letters, pairs for the character positions should start with 6, 7, 8 or 9. This is a sort of number “atbash” but do not include 0. Here’s the index:
